Code of Support is thrilled to announce that The Honorable Carlos Del Toro, the 78th secretary of the Navy, will be this year’s Featured Speaker at Toast To Our Troops

Del Toro oversees more than 1 million Sailors, Marines, reservists, and civilians while stewarding an annual budget of over $255 million in his duties as Secretary of the Navy. His priorities are to secure the training and equipment necessary to conduct successful naval operations and to address the pressing issues facing the Navy and Marine Corps by strengthening maritime dominance, building a culture of warfighting excellence, and enhancing strategic partnerships.

BACKGROUND & EDUCATION

Del Toro was born in Havana, Cuba, and immigrated to the U.S. with his family in 1962. He spent his childhood in Hell’s Kitchen, New York, and would go on to be appointed to attend the U.S. Naval Academy. There, he earned a Bachelor of Science degree in Electrical Engineering and was commissioned as a Surface Warfare Officer (SWO) in 1983. Del Toro also holds Master’s Degrees in the following: National Security Studies, Space Systems Engineering, and Legislative Affairs. 

CAREER

His 22-year Naval career includes numerous tours at sea, as well as the following positions and appointments: 

  • First Commanding Officer of the guided-missile destroyer USS Bulkeley. 
  • Senior Executive Assistant to the Director for Program Analysis and Evaluation in the Office of the Secretary of Defense. 
  • Special Assistant to the Director and Deputy Director of the Office of Management and Budget. 

After retiring from the Navy with the rank of Commander, Del Toro founded SBG Technology Solutions, Inc. in 2004, and served as its CEO and President. In this role, he supported defense programs surrounding various immediate and long-term Department of Navy issues. Through SBG Technology Solutions, Inc., Del Toro focused on shipbuilding, AI, cybersecurity, acquisition programs, space systems, and health and training. 

Del Toro was sworn in as the 78th Secretary of the Navy on August 8th, 2021, and has been serving in that role since. (As of April 2024).
